PETA operates as a corporation, not a democracy--as most nonprofits do.
The exec director, board, and, VPs of each department, have hardly changed since the incorporation of the organization. These people share a basic common vision that has not changed and are so dedicated to the organization and it's cause that the makeup of this group fluctuates little. There is not a high level of turnover at that level.
I wouldn't say this suggests there is some evil conspiracy within the organization. Most corporations have a similarly solid makeup. Is there a way to affect change at Microsoft? Sure...Stick around 20 years, work your ass off, impress the right people and you just might begin to have some influence. But do employees vote every year as to who should be CEO or VP of marketing? No.
