Update for those following; I got an email from her mother.

Good! it's great that you're so worried for her. I wish more people at such unhealthy points in life had supportive folks!
[edit] Yeah woops I pasted the wrong url for the 16ish BMI. Sorry. But they're all varying anyways. Another one says that her ratio is 18.6 BUT is still underweight. (http://www.halls.md/body-mass-index/bmi.htm), yet another says that "A BMI of less than 19 indicates you are underweight. A BMI between 20 and 24 is usually considered normal. A person with a BMI of 25 to 29 is considered overweight, and a person with a BMI of 30 or above is considered obese. Obesity is associated with an increased risk for heart disease, diabetes, and other life-threatening diseases." (http://health.msn.com/dietfitness/bmicalculator.aspx?vendor=google&pkw=bmi_calculator&ppc-category=New_bmi) but I won't argue it further. I'm satisfied with my doctors and their 5'3" + 125lbs = healthy assessment moreso than the interweb.
