The agency had every right to do that, and it's pretty standard. It would be reasonable if the hairdresser still wants the dog to go back, do the screening process, and get it.
Just because it's her friend doesn't make her a good dog owner. I've met people that I thought were totally normal who turned out later to not be good pet owners. One even dumped a cat out in the country somewhere because he randomly got it and then his roommates told him he couldn't keep it, so instead of finding a home or taking it to a shelter he dumped it. And I probably wouldn't give a dog to my own sister. Love her and all, but, no.
The animal's well being comes first. Not the owner's feelings.
