nothing strapless, that's for sure. Cowl necks look nice, so do really low cut v shaped necklines.
i have small boobs and i just rock them. i have a very flat tummy so i go for stuff thats very low cut sometimes and it looks really sleek, or short dresses with a slight cowl neck look nice but emphasize the legs more then the chest. i own these...

check out the foreplay catalog site. they have some models with very small boobs. but you can find there stuff for cheaper on other sites.
i actually like tube tops, i have very round boobs and they accentuate the shape nicely and i find make my boobs look bigger then something with the wrong type of strap.
i avoid tops with a halter style soft cup, they flatten me right out.

Anything with a really low cut in front works well for me as far as gowns. I like to wear slinkier fabrics as well and play up the slender look but I think that's probably personal preference.
These are some of my favorite style for smaller chests.
A low neckline with a little embelishment keeps the eyes focused elsewehere. Of course I think this one only works if you have little to no hips or you'll look bottom heavy.
Sequins or no, the neckline on this one is great and the slight flare towards the floor gives the illusion of an hourglass figure which helps to balance porportions.
The embellishment placed slightly lower than the underbust line helps to create a larger top half.
When I used to wear two pieces I always tried to keep my tops to specific things that added more bulk upstairs, lol. Anything with sleeves helps, or puffy capped sleeves. Anything to skimpy will advertise that there isn't much there to keep your bitties inside, whereas a top with more bulk or fabric gives the illusion that you need more fabric to cover your pups.
For instance, even if you don't have cleavage, a halter style top instead of triangle would add some illusion.
Or a tie front top with short sleeves will help to balance you out by adding bulk to your top half!
I don't think there's anything wrong with a tube top if it's the right style and fabric, I used to love them. But it depends on your body type. If you are slender all the way down then they tend to work well, if you're more pear shaped they look odd. I do believe you have that slender body type though don't you?
I think with two piece sets it's best to keep your top a larger focus than your bottoms. I would try not to wear any skirts or bottoms that cover too much because that's where the eyes will go first (to the largest amount of fabric) and you'll look bottom heavy or unproportionate right away.

Larger hips and smaller chests can be tricky to balance just right, my recommendations would be almost the same. Just make sure you're not putting too much fabric stretched across your hips or thighs. If you wear a skirt make sure it fits and is not too tight, and no tight minis, the best skirts are the short A line that move away from the thighs slightly. Steer away from extremely straight across the hips booty shorts. If you have to wear shorts it's best not to wear the extremely low hiphugger shorts because the straight line will just emphasize the hips. Shorts are best on pear shapes pulled up on the hips, if only slightly, to create a slight V shape of the shorts in the center and narrow the hips and tummy.
Gowns can be different based on particular shapes but the best thing to do is look for gowns that are cut straight down from the hips. Any slit should be in the center front, center side leg or center back, never on the side with pear shapes. With a straight cut that does not pull tight across the hips the line from the hips is continued straight down and will give the illusion of a slimmer bottom half.
On a side note, any clothes that are ill-fitting or poorly made will only make your figure look worse so try to be selective about the quality and size you wear as well!

i think if you've got a nice round boobie shape, a strapless dress, especially sheer, will be super hot on you.
