Should I start investing NOW?
With the market the way it is now, would it be smart to get into it NOW? I'd be buying mutual funds through usaa. So I'd put a little in each month. By "a little" I mean, LITTLE - the the minimum!
I'd taken my $ money out earlier this summer before things got really bad so I would like to buy back in. Is NOW the time? Or should I wait? Is it good to buy when prices are so low?

Isn't USAA a military bank? Do you think they'll go under?

USAA won't go under. It's the best bank in the whole wide world! :)

Nobody can time the market. The best strategy is to Dollar Cost Average an Index.
To give a current example look at what Gold did yesterday. That is a perfect example of what happens to market timers and bears. There are plenty of market timers who sold gold because it pierced some support level or some idiot theory like that and they lost out on the sudden upswing. The same thing happens repeatedly in Equity markets too.
People who sit out during bear markets almost always miss upswings and get in too late(usually during the peak). There is famous chart on the internet which highlights the cluelessness of a market timer
