to put it simply, 'standard' video takes up a lot of bandwidth. In order to 'cram' enough information to produce a fairly high resolution image that will fit in a comparatively 'narrow' channel ( like an internet connection ), the 'standard' video information needs to be ENCODED into a compressed data format, sent, and decoded at the receiving end. There are some popular encoding / decoding 'programs' that are embedded into every web browser. But some webcam hosts choose to use a proprietary encoding 'program' on the camgirl's computer, with a matching proprietary decoding 'program' on the webcam hosts' servers, based on the premise of achieving even better video quality over a 'narrow' = slower internet connection.
