It is unclear to me whether a couple receives two checks, divided equally, or if one check goes to one performer and then the couple has an informal agreement about dividing it (in our case, it doesn't matter since we share finances). If it can be done this way, we can simply stream from a couples account and only I will be sent a check. Still, I worry about the possibility of him being sent a check somehow.

Yes, if he wants to be a guest on your solo account, he can upload his info. You will need to send it as an attachment to [email protected].
The better way is to make a couple's account with you as the primary to make sure all info is properly loaded. Even if you never broadcast with this account, make sure the name for the couple's account is present in your room topic when he is on cam. I don't think that he even needs to be present in the bio photos for the account.

You both have to be upload documentation (photo IDs, SSN, etc) however you have the option in account settings to determine who the account owner is, and who the checks are paid to.
They will only report income via 1099 to the individual who the check is written to.

Fraud? I specifically stated that we're not trying to keep his personal information from SM. You HAVE to submit all the required documents before even being accepted. There will also be no hiding taxes from the IRS. All the earnings will be in my name, therefore I will be the taxpayer. Everything we're thinking of doing is in accordance with SM and the IRS.
