I'd put you somewhere in between from your face. I'd card you if I were a bouncer.
It's hard to tell more accurately without seeing your height. If you're on the shorter side, that might also make people see you as younger. Makeup and clothing style will also have a perception effect.

you have a very "neotenic" facial structure. big eyes, little button nose, full cheeks, small jaw, full lips. this face is found to be the most attractive in women ( at least according to scientist). as it brings out the "nurturing instincts" in people because its child like. yes you look extremely young and that is a good thing! thank you lucky stars.
but you do not look like a plain, immature kid. you look beautiful.

It might be annoying now but you'll love looking younger than your age when you hit your 30s and beyond. Trust me on that one. ;)
You're so cute, you look 18 to me and like you've never had a long night. You'll appreciate looking young when you get to my age, I'm 29 and get anywhere from 21-25. I don't see why people even find it necessary to say such a young age, it would be a compliment to say you look 18, 13 is just rude and I doubt you asked them for their opinion when they say it.
I'm 45 and got carded buying liquor last week. I didn't see your pic so I can't comment. But your 22 you should look young. I had my daughter at 28 and all the nurses thought I was underage like 17.

I've just turned 38 and if i am dressed for the gym (no makeup and sneakers) then i get asked for ID to buy alcohol (which you can buy aged 18 here in the UK). I'm short - just under 5ft - and have freckles which adds to it. I like looking younger but it does pose a problem in my vanilla jobs as people assume i am a lot younger and more junior than i am and that I must be part of the graduate training programme. It also means I get approached by men who are far too young to get involved with who assume i am closer to their age (late teens and early 20s).
But on the plus side, you can dress fashionably without looking ridiculous, if you work in a more creative field people assume you are young and hip and must have your finger on the pulse and i also regularly used to pay child's price at the cinema/ on transport until a few years ago!
