It amazes me that so many people are so scared of exposed breasts. Also amazing that so many guys will pay for exposed breasts, in almost any context.
OTOH, this could be a clever front for prostitution, who knows? If it was me trying to start the business, I would certainly expect undercover cops to hire the maids and solicit, so maybe it really is totally legit.
I love how the people who complain always pretend they they are soooo concerned about the women. Because it's absolutely not possible that some women decided, "hey, I'm okay with the idea of cleaning houses as a job, and I can make more money doing it topless, so I'm going to work here". If the van had been advertising a regular maid service at some ridiculously low rate, would anybody bat an eye? That would be more likely to have human trafficking involvement, but we only assume sex workers are trafficked because what woman would willingly want to work in an "exploitative" industry amirite?

Bikini Cuts all over again, lol. Without all the "negative" press they received, they would have been a struggling little one-location novelty. Thanks to TONS of media attention from protesters and haters, they have made millions and have a half dozen very successful locations. SMH

Excellent point -- that "regular" service at a ridiculous price, would create a reasonable suspicion of at the very least undocumented workers, because it's common for it to be so. A high visibility, public, above-the-board, legit topless service, I'd expect to have all paperwork in order precisely because of all the attention it would draw.
I swear, sometimes it looks like people would rather see someone deal meth or panhandle at the corner than flash tits for money.
