Run a serach on your PC
I use a Logitech cam and unplugged that. Then they turned on my built in pc cam. They are so persistent.
Do a regular scan.
If that doesn't pick up anything run malwarebytes
Go into task manager to see if there are any programs that you don't recognize
Go into remove/add programs to see all of the recent programs downloaded onto your computer.
If you know for certain you didn't download anything there then check under your skype settings
Skype--- Tools--- Advanced ---Manage Other Programs Access To Skype ( see if there are any programs there)
You may also have to check I believe it's the roaming data folder ( ugg actually I can't remember right now if it's this folder or another)
Malwarebytes is pretty good with detecting and removing hidden buggers.

Put a piece of paper over the built in mic....I always unplug mine and have a paper over the other one...they'll get bored. Move on... get Norton antivirus
FWIW, every once in a while I'll think this is happening to me but then I figure out that I accidentally left a program running in the background that's using my cam (like Splitcam, Logitech software, cam preview sites, etc.) Not saying it isn't real but I've scared myself this way a thousand times so I'd check any open programs & tabs first.
I have an external hard drive and back up my stuff on in religiously. I also wipe my computer every 4-6 months and reinstall all my programs and re-dump on my desktop all my important folders. I barely ever look at anything outside gmail, my work sites, SW, google news, twitter etc on my work computer. I know it sounds like lots of work, but I feel much safer that way.
That is scary...I disabled my internal mic and have paper stuck over my built in webcam, I use a Logitech c920 for camming and I unplug when I've finished camming.
I have heard of this happening before. Do not think it has ever happened to me before though. First of all, you should have your webcam shut off and disconnected when not in use. If you have a built-in webcam, I would put a few layers of some thick, colored duct tape or something similar over it.
Do a virus and malware scan on your laptop. It sounds like you have spyware. Take it into a computer shop if you are still feeling paranoid after that, but it shouldn't be necessary when you can fix the problem on your own.
If you have Windows you can disable your built in webcam and mic (I'm sure you can do this with other OS, but I don't know how). Make sure you do what everyone else says and do a malware check, I found that one of my creepers had sent me something with a keylogger and managed to get into all of my cam/personal related accounts (before I knew he was a creeper!), freaked me out!
You should also go ahead and put tape over the built in webcam if you aren't using it anyway.
Attached will show you how you can find your webcam if you're on windows, though it might be called something else. I am on a Sony Vaio if that helps at all. I didn't get the expanded Sound, video and game controller part but mine is Realtek and that's my built in mic. Last time I did all of this I had to disable it everytime there was a Windows update, otherwise it was enabling those devices again.

If their hacking into you hardware remotely, they have your IP address.
Download avast. Contact your ISP to change your IP. If you have a DHCP connection, it's going to randomly pull an IP every so often. Hard reset your modem to try pull a new IP. Get a VPN. Uninstall your built in cam drivers if you don't need it. Up your privacy settings on Skype.
IF ALL ELSE FAILS

If you suspect your cam is being hacked, run your command promp and type in "netstat -nb" (without the quotation marks)
With that you should be able to see if any other IP addresses are connected to your computer. Some will be normal, but look for other computer names, IP addresses you don't recognize, etc. An even better way is to download TCPView from CNET, unzip the files and install the program (it only takes a minute). Run the program, deselect resolve addresses, and look for any unknown program that may be listening through a port and it will list an IP address. You can search the port online (see TCP and UDP port numbers on wikipedia) and see if it is a valid site or not. If you have an IP address connected, you may have found a hacker connection. screenshot that shit and use a geo tracker to track that motherfucker down and take the info to the police! Using TCPView may also track down the program that has infiltrated your system and you can maybe decompile it.
I learned from the hackers themselves. They basically tell us how to protect against them in their own forums. ha morons. :3

i highly recommend avast for antivirus ;) though removing this one manually may best your best option
iphone cameras and microphones can also be hacked into. There are many ways it can happen, but one way is from using malware injecting usb chargers. Public charging stations are a growing problem with it, but someone could even let you borrow or sell you a malicious charger. Technology has advanced so much that privacy no longer exists.
