The owner said she had to increase prices by 30% to cover the extra cost, but the restaurant has a no tipping policy, which saves customers 15 - 20 percent. The price increase hasn't affected business.

I always viewed stripping as a busniess, but waiting tables as a job. Thus, I think wait staff should be paid a salary and I would do away with tips. That's not the world we live in, in the U.S.A. But, I wish it was.
A 30% increase in cost for the saving of 20% in tips seems like the restauranteur is either profiting from the change in policy, or is passing along some other cost increases. Profit is not a four letter word, so it's fine either way. But, the restauranteur is no altruist for doing this. Just recognizing the reality of the market.
