Just remember a 4506T is yours to sign or not. I question the relevance of asking for tax returns unless someone is loaning money and they need to prove up your ability to pay. As a general rule, I refuse to sign a 4506T except to borrow money. Further more, when BF and I bought our last house, and most of the ones before that, the bank didn't ask for a 4506T.

The overwhelming majority of employers just use standard commercial background check providers, which primarily look for criminal convictions (using court records) and other publicly available data. Some may also scour social media records. But they will not have access to your tax returns and will not likely pick up on a dancer license.
If you are applying for certain sensitive positions (financial services, teacher or other position dealing with children, etc.), it's likely that the employer will also run a fingerprint check. This will pick up not only criminal convictions, but other circumstances under which your fingerprints were run against the FBI database (like arrests). Whether this picks up a dancer license application I am not sure, but it is conceivable.
For positions that involve the handling of a lot of money or very sensitive data, employers may also run a credit check. Like finger-printing, it is not common, but it happens in certain sensitive jobs. if you ever used "exotic performer" on a rental application or other credit request, this is where someone might pick it up.
In none of these situations will anyone usually have access to tax return information. I have never heard of an employer or professional licensing organization that has requested applicants to sign an IRS authorization to release tax information and I deal with plenty of both, including employers in very risk-averse industries. Perhaps it happens in law enforcement and national security clearance situations, IDK, but otherwise it's just not normally done.
About the only place I've see it is in connection with mortgage applications, which is understandable considering the bank is about to lend the applicant a huge sum of money and understandably needs to verify historical income.
