i've wondered that myself... as well as fan dancing (those big feather fans). i do some scarf dancing now that i mostly learned from watching certain ballets and that movie about Isadora Duncan. i think you could use a lot of the same scarf techniques with a cape... i've done some of that with long lingerie robes (which i guess wouldn't be all that different then a cape). let me know if you find anything.
I don't know about videos, but I do know if U buy one or borrow one and start spinning U discover moves and things similar to how we pick up pole moves just by fooling around. That's how I learned.

i'm lucky i guess that in that my sister just loves Isadora Duncan and has taped everything about her from the tv over the years. many of the ballets i've either danced in or gone to see (a good ballet if you can get it on video would be "The Moor's Pavane"... it's adapted from Shakespear's "Othello"). i think you can also get that Isadora Duncan movie on VHS but you'd probably have to order it from somewhere on the internet.
i'd start with a good library. libraries have a lot more reference type of video material then you would normally be able to purchase or order from a video store, and librarians are incredibly knowledgeable and helpful in making other suggestions you could try.
you also might consider watching bullfight or some kind of matador training videos for cape work moves that you could use to incorporate into dance. they are kind of gross though when it comes to what they do to the bulls, so just close your eyes at those parts. ;)
Some dancewear stores carry them, and places that cater to gothic or alternative/ pagan type things like Hot Topic ( I don't know if that store chain has stores where u are) carry them. They can be expensive, but second hand stores also carry capes in velvet from back in the day. Walmart, yes walmart, does sell capes for halloween that u could use for practice. They r in the kids section and onsale now since halloween is over. I don't know if any of them are nice enough for stage, but some of them are cute.
