If you're just going in to observe, you should probably pick a desolate seat somewhere away from the stage and by yourself (or even with another worker in the club if your only 20). That way other girls get the hint that you are there looking for a job, rather than entertainment. The only time I expect tips is from the people who actually sit at the stage.

If you are 20, in Illinois at least, you cannot work in a club that serves any liqour. Diamonds you can work at while you are at least 18 (they do not have a liqour license). Otherwise, you will not even be able to get in to observe.
If you are going to a club to observe, then just be up-front. You just want to see the club, because you are interested in a job...blah, blah, blah. Although, do not take the "prime" seats (those closest to the stage and dance area).

I agree if you're not going to (or can't) tip you should sit away from the stage.
If I may suggest-try and get a spot near the DJ booth to get a really good feel of the club. Dancers and staff often let their guard down near the DJ booth and you get see more of what working a shift there is really like.

I'm only 18 ~ and I work in a 21+ club. I'm in Indiana by Chicago though. So, possibly in your area... you wouldn't have to wait.
