Seems to me that at least some dancers break the rules in all clubs, I always considered it a given. Depends on the rule, also. All clubs I have worked at say certain things about how we should do dances, or how we take tips from customers, letting customers touch, etc., but I have never worked anywhere that strictly enforced the rules on absolutely everything. Usually if they see someone touching the girls during a dance, they'll come over and tell him to stop though.
I think each club has it's own priorities, I know sometimes it's influenced by the laws that are being enforced at the time (always worse in an election year). And all clubs I have worked at have the "perv corner" or table, that is more private than the rest, maybe it's darker or whatever, but it's known to the regulars because they can get away with more there, and there are always dancers who will let them. I'm not trying to promote bad behavior here, but I'm just stating the reality of it.
I work at a low-tolerance club now, but before I worked at a much more permissive club. They let all KINDS of bad behavior go on. They'd SAY, "No touching", but everyone knew you could buy your way in that club. I even saw used condoms on the floor under the tables of high profile customers! That same club told a dancer upon unwantedly getting her nipple licked by a customer that it was a "hazard of the job" and they gave him VIP passes for the "inconvenience"! He was spending a lot of money, and with up to 60 girls in their rotation, they could afford to lose one or two, more than they could afford to lose a customer who is spending hundreds or even thousands of dollars.
But I would assume, as a customer going into a club, that there is no touching, unless, like you said, she guides your hands there. I would NOT recommend touching every girl to find out who'll let you. You might get your ass beat by the bouncer, not to mention, you might piss off a lot of the girls who don't appreciate being pawed.

ALL clubs have both dancers and patrons who will push the rules to the breaking point and beyond, some rules however are in place because of laws in that state.
In Connecticut for example a lapdance is considered prostitution, and every club has a rule about not giving lapdances, yet almost every club turns a blind eye to the ladies giving lapdances so the girls and the club can make money.
In Connecticut you aren't allowed to have a dancer with exposed nipples on stage, yet i never worked in a club that enforces that rule/law. because they would go broke.....

Don't have lots of expierience but know that the no lap dance rule in CT is certainly not enforced but at Keepers in Milford, CT the liquid pasties requirement is enforced. Was fun watching two different dancers peeling their nipples during a VIP dance as the stuff doesn't last all night and has to be redone. Also some of the dancers have found a liquid latex that is nearly the color of their nipples and it is hard to spot on stage. Feels strange when you touch it (and some let you toch them some not)

No club can fully 100% stop you, unless there is a bouncer watching you 24/7.

We have a few rules but nobody seems to follow them. There isn't supposed to be any laying down on stage, no nipple rubbing, no getting down on the knees during a lap dance and um, something else... Ya see? It just never works to really have rules! Who can remember at a place like a club?!
