Its not the snow, its the ICE, which is a more frequent occurence in places that still get winter weather like freezing rain, but don't deal with big snowstorms that often.
I've always commented that its not the big blizzards, but the little winter storms which leave a nice glaze on the highways that sometimes cause the most traffic havoc. The further south you go in fact, the more dangerous driving in winter weather can be, simply because most drivers are not acclimated to it, and don't SLOW DOWN.
