I still say talk to the manager. If you don't really have proof about this, at least about that snow business. Your rent pays his check- he is YOUR employee. And if he scares away all of the renters, he has no job. (And I would mention to the manager that he's causing you to look at other places to live.)

If building code or lease agreement violations are ocuring you can contact your State or local agency that handles violations of rental property codes and lease agreements. Find out from the proper way to go about withholding rent until problems are fixed.

I could try that, but, in the lease one bascially "signs their life away" legally. From what I understand, the LL holds all the cards. He owns the land, we pay rent, most own their units (some rent). So they got ya comin' & goin'. If you leave/move, you still have to pay the rent until the unit is sold (like I said nearly impossible) if you sell it back to them, they give you a pittance, then resell making even more $. EVERYONE complains here, nothing is ever done except what/when they want to do it.

As stated above you should contact the agency responsible for this although they probably won't be the fastest to respond at least you will have some paper trail if this developes into a law suit . Maybe if you give him a bottle of his brand of booze that will ease the situation ( bee with honey ) j/k . I hope this gets better for you it must really suck .
