This technique might be considered the "door-in-the-face" technique. You attempt to get the customer to buy something at the high, high price (most expensive VIP room), then when they turn you down you turn it around and ask them for a lower priced item with less time commitment. I imagine the key here would be not to ask desperate, be as sincere as possible after developing a rapport or maybe even joking. "Wanna start with an hour in the CR with the prettiest, funniest, nautiest girl here?" (pointing to yourself). If he says what's that cost or whatever then maybe there's your sale if not then possibly, "Oh. (look sad) Just a regular dance, then?" IDK if this would work but it's a widely used sales technique.
Imagine your next-door neighbor comes up to you, says she's going on vacation and needs you to feed, water and walk her pets, mow her lawn, pick up her mail and water her plants while she's out of town for an entire month. No? Well then what if you at least pick up her mail for her and she can find someone else to watch her pets. Yeah? You would do that, right?
This is where you're nodding your head, playing with your jewlery and smiling seductively at the customer. Who could turn down the small favor of getting a regular dance, or 5? And now that you've gotten to know eachother about that CR....}:D (This is the Foot-in-the-door technique)
