I was a maid for a while before I became a dancer. It's really hard work, and I hated doing it while the house owner's were there (looking over my shoulder, etc). What's probably happening is she's cleaning the floors, and then going back over them while they're still wet? I agree it sucks.
But I just have to speak up for house cleaners. It's a fairly pain in the ass job, and one of the most annoying things is that people are often never totally satisfied. I got paid by an agency, by the hour, not the job. I'd have four story houses to clean in three hours, so obviously not everything was getting done every week, but kitchens, bathrooms (which, some people make ungodly filthy and scary looking), floors, and dusting are the basics. I was generally well liked, but that became an issue because I got requested too much and I only wanted that job 25 hours a week. Any more and my hands got chemical burns (gloves or not and my back hurt).
If the list doesn't work, I don't know. What helped was having a priority list. Floors should always be the last thing a cleaning person does, so as not to go over the wet with dirty shoes/ socks.
Try an agency instead of an individual. They are maybe pricier, but they are scary bitches to work for, and they keep their workers in line.
But for all the trouble, it may well be easier just to do it yourself. I live in an apartment, so it's easy for me, but if you've got a bigger place try breaking up the jobs by each day of the week. It can get very physical too, so you can look at it as a work out?
