I really like what that is trying to convey, I wonder how it will work out. I hope that it's not a single-strike system, but I think passing-the-buck can be seriously nipped in the ass by trying such procedures.

Some misc thoughts:
Part of my experience is that the people I work with currently love their jobs and do their work with passion. Sometimes, often times really, when faced with the problem of estimating work that is unknown they are overly boastful or optimistic. In these cases I actually prefer the truth, "I don't know" (which doesn't mean to me that they will never know, or that they are using the phrase to avoid work).
OTOH I have worked in state facilities where you end up working with some people that are basically there to collect a check and avoid responsibility and work at all possible costs. What I don't know is that forcing them to not say "I don't know" will really change that they have no work ethic or passion. I guess one would have to run an experiment and find out, but I'm guessing they will just learn to say the phrase that is allowed and still have no work ethic.
Finally, it bothers me that when faced with complex problems, such as complex social problems, that our politicians and pundits often spew simplistic answers (which I guess appeals to the mind that demands everything be simple and answerable) versus just admitting, "I don't know". Like what's going to happen to Iraq if we topple the current government? The truth really was "I don't know". So much else was just political spins and guessing versus facing the fact, it's a complex situation with so many variables that they didn't know what would happen.

I love this. When I was little, my mom banned "I forgot" from our house. If I said "I failed to remember," I got smacked and sent to my room for being a smartass. My mom's all about accountability (from her kids, anyway).

its a good premise, along as the person asking the questions can handle the answer....for example
Person 1: Do you have those TPS reports done?
Person 2: I haven't gotten to it yet, I don't know if I can do it today.
Vs.
Person 1: Do you have those TPS reports done?
Person 2: No, I don't,
Person 1 then proceeds to fly off the handle
