Just take your valid AZ license to the DMV and you will have to take a multiple choice test. It's pretty quick. You can miss 6 (maybe it was 4?) questions, I think. I didn't study and still passed the first time. Then, they take your picture and give you a temp paper license and send the perm one in the mail.
As for registration, take your AZ reg into the DMV and they'll tell you all the fees and stuff and you may need to get a smog check...it was like $204 for my car to get registered (still don't have the $, though!!), but I think the reg fee can vary, depending on how long you've been here with it and stuff...
What's a smog check? What if my car doesn't pass it? Up here in Lake County my MIL says the air is clean enough up here that they don't require emissions testing every year. Would I still need to pass smog?

When you get registration, does that include your plates? If not, how much do those usually cost?What if you don't have a front plate holder? ( AZ only required a plate in the back)
Since you brought the car from out of state, you may be required to get it checked before registration. I think it also depends on the make/model/year of your car. If it doesn't pass, the place you get it tested should be able to make repairs/adjustments that will allow it to pass.
I think reg fees include the cost of plates. better get a front holder...or make some holes on your front bumper!

Is there a DMV in Lake County? I doubt there'd be a long wait there...I know the DMV in Napa isn't too bad...I think the longest I've waited there is like 30 minutes. Not too bad.
Yes, we have a brand new DMV in Lakeport, so I guess it won't be too bad. I'm getting ready to go today.
