The first time you wax, some people find that they have a few patches of hair that don't grow back, but it's never all of it. Overtime of waxing regularly (think years) the hair will start growing back more sparse, fine, and much slower, but I don't think you'd ever get to the point of your hair stopping from growing entirely due to waxing. Laser removal would likely be your best bet for that, but even then it's not guaranteed permanent.




Waxing definitely makes the hair grow back finer and patchy but this is only from waxing reguarly for a number of years.
If you are after permanent hair removal, laser or electrolysis is going to be way more effective.
The annoying thing with waxing too is that to get all the hair removed together, you have to wait until it is long enough before you wax it. So if the area is being exposed all the time you will proberly have a few days where you are just waiting for it to grow long enough to get it waxed again properly.
