Hold him to it. Tell him "I don't mind if you get dances from another girl" but to "save a dance for me." Don't sit with him too too long. Sit long enough for him to feel obligated, but then let those be your parting words and let him have some room to breathe and look around. Otherwise he might start looking for a way to escape from you. The second time you come back to him, don't take no for an answer, otherwise he's just dicking you around. If he gives you an emphatic no then, tell him you would appreciate it if he would tip you for your time. At least then it's not a total bust.
Btw, I feel sorry for you that things are this crappy in your club. I know what you're feeling. I've worked in a similarly slow club.
