maybe ask her to put up a sign free to good home in as many places as possible until someone contacts her? There are many caring and loving people out there who would love to take her so maybe she could try that for a few days? Just make sure she screens the potential new owner and try to advertise in a good neighborhood . Most shopping centers (her in aus) have a free notice board

^^ never offer free to a good home. That just invites a bad element who may abuse her or just not have the means or inclination to care for her. If you charge even a $25 adoption fee(and require vet referances, or at least proof that they take her to a vet within a certain amount of time or you reserve the right to take her back) it weeds out a lot of the a-holes.

craigslist! Is there one for that area? People are adopting out pets all the time around here and it seems to work out well. Definitely check them out and the adoption fee is a VERY good idea.

The only places I can imagine they'd be are in Fargo (where I live, don't know if there is one), Grand Forks, Minot, or Bismark. I'm not sure there's anything in the middle of the state, let alone people...
Why So Serious?
I wish I could find one in Utah. There are five or six that prominently take donations, including the one that took Michael Vick's dogs. But when I had this grouchy, mean old stray tomcat move into the backyard, attack all the other cats, bite my wife, and make the yard his and his alone, not one of them would take him because they had no more room for unadoptable cats. Seems no-kill shelters can't handle all the stray pets that there are.
I've seen cats on Craigslist, so maybe that is a possibility for your friend.

I know! She says she is definitely an in door cat cause she does not want to go any place near the front door and likes to be with people. Seems healthy and smells well. I gave her the links and gave her the Craigslist option. I hope she finds the owner and or a good home for this gorgeous kitty.
