I used to have this issue too. I kept two teaspoons in the freezer and pressed them against my eyes before I went out in public. It doesn't seem to have damaged the eye skin at all.

Prescriptives carries an eye cream that KICKS ASS. It's a bit on the pricey side, but does an amazing job of red puffy eyes and fine lines/wrinkles in the eye area. It also lasts about 2-3 months so overall not that costly. If you want to try something a little less expensive (but imho not nearly as good) Kohls also sells and eye cream combo. There's a daytime that helps smooth out wrinkles, and a nightime cream for general puffiness. I liked prescriptive product much better.
If you go either route store it in the refrigerator. You'll see a better result with the puffiness and it'll feel sooo good to put on in the am.
