So if you call the pound, and they catch the poor thing, you can adopt him then - they don't put them down immediately. Even if they're overrun - why would you think they would kill him upon entrance if you're claiming him? They don't WANT to put those animals down. Animal control has the means to catch these animals.
With an animal that small, you can also put out a safe trap/humane trap, which is a spring-loaded trap that you put food into. Your humane society or feral cat coalition may have one to lend, you may be able to get one at a feed store, or you can buy one on-line fast. But honestly he needs to get off the street now, so call the pound. Say he's been weaving in and out of traffic so they think he's a danger to traffic and they should be more likely to come out.
