Maybe it's not a blister then? I've never heard of them deep under the skin so that they're not visible. If the outward skin isn't compromised, I'm not sure it's a blister.
Perhaps the balls of your feet/those joints are swelling a bit in response to ongoing trauma? Maybe you're getting some bone spurs there?
Maybe try new shoes that distribute the weight on your foot differently?
I've heard of doctors injecting the balls of the feet with a filler to add more of a pad for folks wearing heels so much.
