Liquid or pencil? For my lower lids I use Almay's Intense i-color eyepencil in Black Pearl. Works and stays on way better than Revlon Colorstay, which is what I used to use before.
I would do liquid, pencil, or cream. I just want the stuff to stay put!
Haven't tried the Almay one yet.

try applying powder or eyeshadow over the pencil, it won't budge.
Or try a cream or gel liner. MAC, MUFE and Bobby brown have great ones.

Funny enough, I've had really great results with using MAC shadows. Carbon is the best. I use a wet eyeliner brush and apply to inner rims and the eyelid and not only does it last all day, it still looks good the next morning if I pass out in my makeup. Not recommended for use with sensitive eyes. Also not recommended to use anything but matte shadows with this technique.

I love mac fluidline. I recently tried MUFE's cream liner, but I don't like it as much. It gums up my brushes.

MAC fluidline!
Because there ain't no tits on the radio
