i would assume bottled water only....
My Mexico experiences are limited to border towns (Nuevo Laredo and Nogales) and a trip to Puerto Vallarta...Mexico is a big country, so asking for advice on travelling to Mexico is like asking for advice on travelling to the US if you're from, say, Europe.
HOWEVER....
1-Avoid tap water, including drinks that have ice cubes made from tap water
2-Learn some basic Spanish (hello, where's the bathroom, how much?, etc). Most people in larger tourist areas speak at least some English, but it's still polite and a good idea
3-Avoid carrying large sums of cash on you, and take care to avoid pickpockets and purse snatchers, or situations where a valuable piece of electronic equipment can be stolen
4-Don't take a lot of cash with you..get it from ATMs there. It's easier, safer,and the exchange rate is better.
Other than that, advice depends on where you are going to travel.

Also, don't get in a car with anybody. We went to Cancun and once we got to the airport we were supposed to be picked up by an advantage rental car shuttle to take us off site to get out car. Some lady that didn't speak a lick of English was trying to get us to get in an unmarked jeep with a random guy.

Yeah, definitely bottled water. Seltzer or carbonated water works in a pinch. Use these water sources for drinking, brushing your teeth, anytime you have to ingest. You can also get travel pouches that rest between your breasts and hook to your bra. Good luck on the surgery!

I live 3 hours from the border but haven't "gone over" in a while because it has become a much more dangerous place than before...be careful!!!
We hear about "kidnapping stories" every week here in South Texas...
Used to be it was "okay" to just stay on the US side then take a taxi over...please check on it to avoid a hassle though?You might be able to get OVER but it will be coming BACK to the US that might be an issue.

Oh, psssh,....then just take normal precautions, stay in a group, watch your drink, and avoid doing anything that might be seen as illegal. Tijuana is fine, it's not much different than the states.
Oh, and watch your purse or whatever bag you have so it doesn't get snatched.

^ Yeah, that's all I've really heard is the MX/TX thing too. I think you'll be fine especially since you're staying in the US. I'd say just stay out of Mexico unless you're going to the clinic, that's just me though. You probably won't even have much time or feel up to doing anything else.

You can totally bring your own if you want to. Just obviously no fruits, vegetables, ar animal products. They're not gonna bust you for a bag of Doritos...take that back...they might "bust" you even though it's totally legal just cause they wanna steal your Doritos. Mexican customs folk can occaisionally be corrupt from what I've found
Bottled water is a must. Not all bottled water is good though, I'd avoid the "Electropur" brand cause their idea of purification is running an electrical current through the water and it dosn't always kill all the nasties. I usually drink Nestle Pure Life or Manantial when I'm down there.
And remember, since Mexico is a majority Catholic country, it can be very difficult to track down a box of tampons, so I suggest bringing some in case of emergency.

Don't drink anything unless it's from a sealed plastic bottle or can that you opened YOURSELF. You can't trust anything pre-opened. It's pretty common for them to fill water bottles with polluted tap water, and to pour the remains of used beers into one glass bottle and re-cap it. Very popular scam in Tijuana, apparently.
Other than that, just keep your head up and your eyes open, and use common sense. Tijuana is pretty much California; more people speak English there than in most of L.A. You should be able to get around without a lot of hassle.
Bring TP in your purse just in case. I found a lot of bathrooms there don't have any.
