Back when I lived in the 'burbs, I was all about Hobby Lobby for these things. Now that I live in the city I have to pay three times as much at Allyns...stupid friggin Cherry Creek yuppie fabric place. *Mutters to self for a while*
I'm not sure an equivalent exists, but in Boulder CO there's this HUGE store called McGuckens Hardware, but it's no mere hardware store, it has EVERYTHING (though I was disappointed to find they don't sell rolls of Kevlar...don't ask) and then some...plus a coffee shop. You can get metalic purple chains, a rainbow assortment of sharpies, a crystal chandalier, a dog leash, a few garden gnomes, and artistic canvases all in the same trip, oh and throw in a mega-pack of Snickers bars.
If there was ever a place to find anything you could ever want including rhinestones, it's McGuckens.
Or else try cannabalising off of prom dresses from your local thrift store.

Thank you so much! It was sweet for you to find those sites. The problem is all of those are metal and the settings of the stones will snag fabric. The local custom bikini lady uses rhinestones set in plastic that are perfect, but she will not reveal where she gets themblargh.

You don't actually need "plastic" settings if you were to go with a bezel set style. Its a ring around the jewel and the prongs go to the inside (where they can be covered with lining) rather than the outside (where they can snag fabric).
Also, if your costume is not too rhinestone-intense, you can dab clear nail polish on the prongs on conventional settings to help seal them down.

See, there are big and little rhinestone rings set in plastic. They come in clear and black. Then there are extenders like the third pic with a space at the end to loop fabric. I also need to find clips like in the first pic in black and clear.

Well, here are some extenders. But, they're metal. However, using extenders, since the fabric will only be attached to the outside part of it, shouldn't snag the clothes...but so far, all of my sites...I can only find this stuff:
