For some reason he got it into his head he should buy a scooter to save on gas.
Further, he decided to buy a "Chinese" made scooter because it was "cheap" as compared with a Japanese model.

Second point - here is some of the text from the manual that comes with the scooter (this is not made up!)
"Way of driving : Should only keep the natural guise to operate with actively."
"Performance of safely operation is made effect to position of seat, so please seat the center, if not will happen to accident."
"Forbid to place the lower-heat resistant goods, food and combustible into the luggage because of high temperature of engine."
Basically the manual is like this every sentence. Well, at least they used a spelling checker.
He has a car! And maybe after a few years he will somehow break even on this thing by saving on gas, but this assumes he lives that long and the wheels don't fall off. I mean what with the attention to detail, like the manual, I'm betting that maybe they didn't actually safety test this thing. Oh sure, it was 1/3rd the price of those fancy-dancy Japanese scooters, but you can't have everything.
