    If you actually read the 'meat' of this rule, it simply clarifies that Medicaid should not be paying for services that are not directly related to providing hospital medical care. This includes such things as medicaid recipients being able to call an ambulance (for free) to be transported to a hospital for a minor injury (at 10 times the price of a cab ride to the taxpayer), such things as medicaid recipients being able to receive dental or vision care (for free) as hospital provided services (at four times the price to the taxpayer of a dental or optometrist office visit) etc. Medicaid recipients have been gaming the system in this way for years, and with nearly one in six US residents now eligible for Medicaid benefits the waste of taxpayer money HAS to stop.

    As to Obama's call for a federal 'stimulus' package to transfer more federal tax money to states in an effort to supplement their state budgets and help them delay reductions in public sector spending / employment levels, this is arguably targeted at states like California and New York and Michigan ... whose generous but bankrupting social welfare benefit programs will now be partially paid for by taxpayers in states that chose not to offer similarly generous social welfare benefit programs ! Thus instead of forcing certain states to come to terms with their 'excessive' spending, this plan merely worsens the economic picture for other states who have been more 'responsible' in their state spending decisions. In other words, like the 'subprime' bailout and the Wall St bailout, this plan rewards those who have been irresponsible and penalizes those who have been responsible.
