I've heard preparation H works, but only temporarily. I think he will have to get laser treatments for a permanent fix.

I heard that Preperation H shrinks your blood capaleries. So I googled it for you this is what I came up with.
"A spokesperson for Whitehall-Robins, maker of Preparation H, informed us that the product "helps shrink hemorrhoidal tissue and is not meant for the area around the eyes. There is no clinical evidence to support that it reduces eye puffiness." She said they get this question less frequently than they used to, perhaps because Prep H has been reformulated. One of the ingredients that supposedly reduced puffiness was "live yeast cell," but this is no longer part of the recipe."

So what does work? Paula's tips: (1) Sleep with your head slightly elevated to minimize fluid retention. (2) Avoid booze and salty foods, which can cause water retention. (3) If you have allergies, take antihistamines and don't rub your eyes. (4) Remove any makeup carefully to avoid getting particles in your eyes. (5) To avoid dryness that can lead to irritation and puffiness, use a moisturizer. If nothing works and this is a chronic condition, cosmetic surgery may be your only recourse."
I have always heard that a cold compress helps. I keep to spoons in the fridge and put them on my eyes in the morning. I think it helps a bit. But I also use a couple other eye products. I get dark puffy bags though not just puffy ones. People who have puffy eyes sometimes just have more fat around them and the only answer is cosmetic.

I used to work in makeup and this is my go to every time: the anti itch cream in yeast infection meds. Not the internal cream but the little tube for outside itchiness. We kept it ice cold, applied to bare skin, and for extra measure placed some weight on top.
For the weight we used tubes of fabric filled with small metal balls(tiny ball bearings from the auto shop) which stayed really cold. At home I used rice in place of the metal. Kept in the freezer and placed on the skin till room temp. The whole thing was maybe 2 inches wide and 6 inches long.
All fixes are temp in regards to puffy eyes though. Plastic surgeons are the only 'cure'.
