He/she is cross dressing and NOT having gender reassignment surgery. This isn't completely unheard of, either. I remeber seeing a story similar to this one for a California family with son that wants to be a girl. He/she was only 5 at the time I saw the story (I think it was on 60 minutes), and the parents began addressing the child as she/her and re-named her with a feminine name.

i know an 11-year-old transgender boy (originally a girl) who lives in florida. He and his mom wrote a little zine about how he had always thought of himself as a boy, even though everyone (including his mom) was trying to teach him otherwise. Really interesting story.

I find abnormal medicine and psychology to be very enlightening, so I've taken quite an interest in transgendered people. (Which can be someone who has had a sex change operation, or just dresses like the opposite sex). From what I understand, transgendered people feel as if they are trapped in a body that does not suit their gender beginning at a very young age. They may go to great lengths to identify themselves as the gender they perceive themselves as on the inside, so it doesn't surprise me that this child is cross dressing. However, some children try new things and explore boundaries to find their identities, so it isn't far fetched to assume he could just be trying something new to see how it feels.
If you are willing to do for one year what other's won't, you can spend a lifetime doing what other's cant.
