I've heard it depends on your state laws and if the club is willing to deal with minor dancers. Some clubs have minor dancer areas which is a part of the club that custies cannot bring alcohol and those minor dancers (ages 18-20) have to stay in that part of the club. Other clubs don't care and let you mingle with them as long as you're 18+. Some clubs won't hire girls that are under 21 if they've had problems with it before.
I've had troubles finding anything about the laws in my state online, and I can't even find it in our online penal code which sucks. I just picked up the phone and called some of the clubs near me that serve alcohol and asked them if they'd allow someone who was under 21 to dance at the club and all of them said it wasn't a problem. That's my best advice to you, the managers and anyone answering the club's phone should know their hiring policies.
If worst comes to worst just work at a juice bar, they aren't very common in my area but you can look and might be able to find a few. Since they are 18+ for custies then you'll have no issues working there.
If you are willing to do for one year what other's won't, you can spend a lifetime doing what other's cant.
In Portland, if you are under 21 and working in a club that serves alcohol (most of them, the juice bars are a whole different world) then you will be limited in how you can move about the club. Minors have to be on stage, in the dressing room, or at a specified "minors area", usually a table or couch. You can't move about the club or work the floor. So, it can be pretty frustrating for underage girls to try to hustle.
In addition, it's important to know that a lot of clubs (most in fact, I believe) just won't hire dancers who are under 21. I think the larger ones like the Dolphin clubs will though.
Portland isn't a very profitable city to work in right now. I'm not sure it would really be worth the trip for you.
I don't recommend the juice bars. I've known people who've worked in them and they're even harder to make money in. You should also be aware that a lot of them have much more lenient rules, so you'll likely have to do toy/masturbation shows to make any money there.
