It does have petrolatum (vaseline) in it, but it's also got lanolin oil and rose extract. I feel like it helps my lips heal faster when I've let them go for too long, and they get cracked. I put it on my nose once, when had a cold and my nose got all chapped and dry from all the tissues I was going through, and overnight the bits of dry skin came off and the irritation went away.
Another solution with lanolin, and this might sound odd, but you could try a nipple balm (for nursing mothers, when their nipples get chapped) like Medela PureLan. It's pure lanolin, and the directions say you don't have to remove it before nursing, so I figure if it's safe for babies to have in their mouths it's safe to put on your lips. I used it on my lips when I was nursing my kids, and I remember it being kind of thick and gooey but it made my lips so soft!
I want to mention that it is possible to be allergic to lanolin, so apply some to a smaller patch of skin first to see if you have a reaction before slathering it all over your mouth.
