There was an inquiry about 'Taxi Dances' on the dancers only threads.
These are (were?) very common in Colorado, especially Colorado Springs. As mentioned, they are simply slow dances on a small dance floor and are similar in concept to the 1920s - WWII era Taxi Dances.
They are the same price as a lap/topless stage dance, but the dancer must remain fully dressed and the patron's hands must not 'wander'.
Colorado Springs, home of Focus On The Family and New Life Church, tried to ban them, as slow dancing 'is not healthy and might spread disease'. Think 'Footloose'. Ban failed to pass.
