So I need some makeup tips from you makeup experts. I have hooded eye lids,so eye shadow is kind of a pain in the ass,and I can never get it to look like I want it to.
Any tips. My makeup always looks like a 12 year old did it.

Invest in a good set of brushes - rounded, flat, tapered, big, small - you cannot apply good eye makeup with just one brush, and in no way should you use those sponge things. Bane of my life. I think they need banned.
Work on your manual dexterity - draw things. Doodle all the time. Get used to making clean, precise lines in a few swoops and apply that to when you do your eyeshadow.
Don't just use one colour! Now, I don't mean smother yourself in a rainbow (unless you want to, and you're being Rainbow Brite for Halloween/going to a party), but use different tones/shades of the same colour. Say you're going for basic brown eyeshadow - I use a biscuit as a base, a chocolate brown on my crease, and a golden brown on the lower part of my lash. Then I highlight my brow bone with white/a pale neutral. Using several eyeshadows in one look adds dimension and depth.
Back to those brushes - are you going for defined or smokey? As a rule, the more defined the brush, the more defined a look you can get with it.
For example -
This will have been done with flat, fine brushes, for detail.
This, while still containing more than one similar shade, will have been done with softer brushes.
However, even in the second photo she's "drawn" the shape onto her eyelid, almost a rhomboid leaning to the left - if that helps you visualise it. That gives the shape of her eyeshadow a nice lift at the end that balances her eyes.
Apart from that, all you can do is practice, practice practice!
Get the fuck off my harbl, yo'.
