the easiest way to do it is to kneel on the floor (tops of feet face down, toes pointed) with your knees spread a little wider than your hips (not good for you knee joints so rest most of your weight in your hands) and try to make the muscles wrapping around your thighs up to your butt twitch, once you know you're moving the right muscle, just practice doing it over and over until you have control.... at least that's how I learned.
then there's the booty clap which uses similar muscles but in a different motion, you're rotating your muscles in a windshield wiper/C-pattern rather than just up and down.

it took forever for me to get it down to a standard where other people noticed it too
lean away from the side you are clecnching
and keep practicing.
i thought i was a lost cause

Its is also easy to pinpoint the connecting muscle by just flexing your quads. Watch what moves and try to isolate around the sides of the quad.
Also, put your hand lightly on your butt cheeks. If you feel any type of movement when you flex the quad muscles then try to keep duplicating that flex.
The more you practice, the more you will build up the muscle and it will move more. In the beginning, it usually is such a small movement most girls don't think they are actually doing it- but they are, they just haven't build up the muscle to make it really jump yet.
It just takes practice. I couldn't do it to save my life up until about a month ago. I would watch girls on youtube and then try to do it and nothing would move. When I took a pole dancing class I was the only one who showed up and the instructor asked me what I wanted to work on and I told her "butt isolations!" lol. It really is like everyone else explained but you have to practice a little everyday for about a month to get it just right.
Also she taught me in sitting in a chair first to get the basics. Then we moved to the floor. At first nothing was moving and I felt like an idiot but it comes with practice and time. If you're already in a club, most dancers don't mind showing you.
