No. I've been working with PayPal for over 4 years doing personal & business transactions. I believe they advocate that to have something to back up the account in case the customer spends beyond the money available within the PayPal account. It's also used to verify the account as a security measure in order to move money easier.
Here's what I've copied from their Help section:
Why should I link a bank account to my PayPal account?
Question : Answer : Many customers choose to link a bank account because it’s a convenient way to keep track of their spending. When you link your bank account, it automatically becomes the way you pay when your PayPal account balance isn't enough to cover a transaction. You can easily select other available payment methods at checkout.
Once you link a bank account, paying with your bank is secure. Here’s why:
- The recipient never sees your bank account information when you pay.
- We send you a receipt every time a payment is made from your account so you can keep track of transactions.
- We review all transactions and let you know if we notice unusual account activity.
- Unauthorized payments are rare. But if an unauthorized payment is somehow sent from your PayPal account, you’re covered. We’ll reimburse you within 10 business days so you’ll have your money while we investigate.
The bottom line is you can set up your account and receive money to it without being verified. As a matter of fact, my unverified account associated with my adult work isn't linked up to any of my CCs or bank accounts. I just transfer the $$$ to my other business account (which is verified) in order to use the PayPal debit card.
