depends on the club. mine wouldnt care, but would prefer you do it in VIP. But when I have had guys do it in lieu of getting a dance, the made sure that there was some distance between our chairs, and my legs were straight out, resting on their knee caps, so it didnt look shady or anything

In my state it is against the law for us to take our shoes off, and counts as prostitution (since TABC is pretty much a douchebag that hates strippers). So if that is the case for you, I would offer to pay a lot more, on the grounds that she could become a registered sex offender for it.
Also, if it is against the law in your state, make sure that the manager/s at the club would either not care or would turn a blind eye to it (maybe tip him or her).
I don't condone prostitution in strip clubs, but taking your shoes off isn't really prostitution….

Whether or not a girl is willing to accept less money to get her feet rubbed for LESS money than she'd make doing dances depends on the girl. I guess there are some that might... but personally... I only do the $40 nude dances in my club. If a customer wants to rub my feet with no dancing... I will do that for $40. However if a customer wants anything more than that (grinding while he touches my feet, ect), I charge more than that.

In most clubs I've worked it would be just fine, except if the women thought you were really getting off on it, you'd get charged more and probably asked to do it in the private dance room. But I have mostly worked in the more relaxed clubs.
Some women just love having their feet rubbed, if you aren't a perv about it. I have had a couple dancing SOs that loved it when they got home. But feet do nothing whatsoever for me, that might have ruined it. When they get home they usually don't want another perv trying to rub anything lol.

OP, you would be best to ask the manager about if this would break the local laws, & if he/she would be okay with it. If so, take the dancer back to VIP & do it so that she doesn't hear "it" from the other dancers about letting the customers touch her feet in a no-touch club. Alternatively you could ask the dancer to check with her manager, but she may tell you "no" if she's scared to ask the manager, so doing it yourself is probably better. If the manager's not around have one of the staff like the bouncers check with the manager. In most clubs though rubbing the dancers feet would not be an issue.
Generally the rules around this are strict in other ways that relate to the feet as well, like needing to keep one foot on the ground when doing lap dances. I believe the thought process behind this (although incorrect) is that people don't have sex with their shoes on or partially standing up, plus it keeps germs from spreading... keep in mind a lot of laws are written by people who are very conservative. I'll try to see if I can find more on this.

Ask the girl!! Personally, I work in a pretty strict "no touch" club - we only EVER do air dances, there is absolutely no touching of any part of a girl during a dance, and we aren't even allowed to touch the men - so no stroking their chest, etc etc.
BUT our dj (who watches the cameras) doesn't mind us getting foot rubs if we are clothed, in the booth, and tip him. On the floor, it creates a problem, but if you are paying and we are dressed, its ok. I've done work with foot fetishists, and have no problems getting a foot rub!
Of course, I charge double the standard rate per song. Its actually breaking the rules, and I need the extra to tip management.

It depends on the area . This would work at a couple places I go ( or went .... I can't seem to get back in my groove yet ) and it would be a no go at 1-2 places . Sometimes you just plain can't touch ( this is just the rules and some places have to be careful due to their licenesing since they can't actually get fined for breaking licensing rules such as touching ).
So .... if wherever you are in AZ doesn't allow touching at all, you might have to wait till you travel or something to do this. I think $50-$60 is fine for a few songs as long as it's EARLY in the night ( like 5-8 ) . After then, if it's busy, dancers might be trying to sell dances for more than $20 a song so I'd go early for best results.
