Let me preface this by stating that I’m in no way pointing fingers or assigning guilt on anyone, but I thought perhaps everyone might like to know how the Romanian credit card fraud scam works.

First, let it be said that no stolen numbers are being used online on camsites. These can be charged-back and the processor will usually tack on an extra fee to the merchant, so no camsite would be willingly complicit in such a scheme.
[Takeaway fact number 2. Many processors and merchants will not even accept credit card transactions from Romania. You may not, for example, even get an Xbox Live or Playstation Network account there.]
So how does it work? It’s simple and very widespread. Like many organized crime groups the world over, the Romanians specialize in infiltrating POS or Point of Sale(ie. at a store) card processing units with easily-installed software or devices which can record the card information of those who shop there and make purchases with their cards throughout the day.
These compromised units are generally located in retail establishments in other European countries, with the UK, France, Italy and Greece topping the list. It is not uncommon for merchants or employees to be offered 10 000 euros or more to allow their systems to modified to record numbers, so the incentive is there. It’s called skimming and I can’t overstate how widespread it is even in North America (with other groups) so let this serve as a warning to be discerning in where you use your plastic.
Now, once these electronic copies of the cards have been taken and transmitted, it is a relatively simple matter for the cards to be re-printed in Romania. Indeed, forged plastic copies of the cards are created, and then they are used at bank ATMs to withdraw as much cash as possible, and then the cards are thrown away.
The amount of money generated by this scheme is huge, in the high hundreds of millions of dollars annually in Romania alone; however, it does leave the issue of legitimizing or laundering that income. That is where the webcam studio business starts to become lucrative.

The pre-paid card, a fraudster’s best friend. While many people use them legitimately to protect their identities, or for ease of use or other reasons, the fact remains that these cards are easy to get, often with little or no checks or identifying information required(ie. gift cards) and can be reloaded with cash again and again with no red tape. The cash withdrawn from the ATMs is loaded onto exactly these kind of cards- and note that the money is not laundered at this point, it has merely changed forms from real cash to plastic cash.
The next step is to open a studio. In Romania, the studios are almost all affiliated at least nominally with the same criminal organizations skimming the cards. The studio then hires girls to work the cams, generally on 7 or 8 different camsites at a time, and use that pre-paid plastic on those sites to take their own girls private or give them large tips. The camsite thus represents a legal business entity that pays the studio business clean money, ostensibly for the girls ‘hard work.’ The money is at this point washed.
Now one might think that this is an expensive pay-off to the camsites who are taking a 50-75% cut of the money being spent, but this is not the case. First off, a 50% cut to wash money is not bad at all, particularly in the volumes that these schemes rake in. Secondly, there is a herd effect on camsites- particularly on a site like MFC where there are less models and higher tip volumes per model. Make one girl a top model, and let non-affiliated members see her being tipped heavily or taken into private often, and they will start tipping and taking her private in turn. This snowball effect serves to offset a large part of the camsite’s profit rake, to say nothing of the prizes given for hitting top model status(much higher than MFC on some sites).

All in all, it works out very nicely for the camsites (which is why they turn a blind eye to it, as they are safely removed from the criminal element), as well as for the studio-scammers who are able to safely turn their ill-gotten gains into legal cash. The “chosen girls” who partake in the schemes generally have some idea of what’s going, are very nicely taken care of, and in the end actually see a very minute fraction of the money they “earn” per se.
Bottom line, if something looks too good to be true, or seems impossible to be what it appears to be- then it is. If you want to be one of those sweetening the pot on an already-lucrative scam, for some Romanian gangsters who are likely much wealthier than you are and their pretty girlfriends, then by all means do so.
As a final note, I’d like to add that many Romanian girls are not part of any scheme and make their meager earnings with good old hand, fist and toy like all the rest, but even in those cases the majority of their earnings are again sweetening the deal for the studio-scammers. Something to keep in mind.
