The girl in the video is shaking her thighs/knees to do that. If when you're standing, you kind of move your knees in and out, your butt will clap. You'll get better at it and make it look good with practice.
If you want to be able to do something like that without shaking your thighs you need to practice butt isolations that way you can train your butt muscles to move the way you want them too. Start out on the floor sitting on your legs looking into a mirror and practice making one butt cheek jump, then the other, then them both at the same time, then keep one cheek up and make the other one jump, etc. You need to really train those muscles if you want them to be able to jump the way you want them too. When you've mastered making your butt jump on the floor, try to do it bent over. You need to put your weight on one leg and you'll be able to make the butt cheek on the other leg jump like the girl in this video does at like 30 seconds
