Bio-oil works well for surgical scarring, but for acne scaring and hyper-pigmentation left from pimples I've just started using witch hazel, and that's working wonderfully.
It's an all natural ointment that comes from the root of a plant commonly found along the east coast of the US. You can get about 16 oz for $5 at WalGreens, CVS or Walmart (I'm assuming you're in the US, I'm in Canada and it's a bit harder to find it here), just make sure the one you get is witch hazel without additives (like alcohol).
I believe the PH level of Witch Hazel is the same as that of natural skin, and it's very gentle and not very drying. Give it a try and see if it works for you. You can use it after your toner or in place of a toner - just apply a little bit to cotton-ball and wipe over your face. Or you can make a toner out of 1 part witch hazel, 1 part apple cider vinegar and 2 parts home-steeped green-tea. All natrual, cheap and good for oily/acne prone skin.

Oh - I also have deep poc-marks, and I the only thing that helps with those is keeping myself really hydrated and useing lots and lots of moisturizer. I've yet to try any deep homemade peels or Retin-A or anything yet. Kinda gun-shy about harsh chemicals on my face. SUPER sensitive skin.
