Having said that, the line between odd fantasy and confession is rather thin. Sharing an idea is not the same as acting on it but it should still feel like just that, an idea. Wanting to have a sexual encounter with a co-worker seems ok to most people, but wanting that with an ADULT member of the family feels creepy (even if it just points to a lack of socialization and maturity).
For a guy to talk about actually doing something with a minor, in his family or not, is cleary more than asking a model to dress-up like a school girl or wanting to be called daddy. Yes, the whole "daddy" thing is uncomfortably acceptable as humor these days, but I see it as an "acting-upward" event. It's how the guy wants to be treated, how he needs to feel (ugh, or the whole needed to feel loved which means cam models should have minors in psychology, lol). When the focus is on the child, it becomes an "acting-down" event where the focus is on doing, not receiving. Not only should these chats be reported, but cam sites should have a clear policy on how to respond to such reports.
Are cam sites, or even the models, liable if a guy actually is harming a child? It seems like any report of molestation is followed with details on lots of child porn material being recovered, but never a mention of the guy visiting a cam site. If I had to guess, I'd say there were two types: the really sick ones that are acting-out and suffer from obsessive behavior (which a lifetime in jail wouldn't cure...), and the ones that are trying to fill a need in their life by taking advantage of children and would likely feel remorse and shame later on. Ugh... I'm thinking out loud, so forgive me, but this second group might be split even further between the ones that are so fearful of being caught they don't continue doing it, and the ones that WILL continue to do it because they feel there is nothing left to lose.
Not sure where I was going with any of this, but regardless of what a guys motives are, if they talk about it as an act that has happened, or will happen, it's something law enforcement and a prosecutor can act on, and the model and cam site need to be reporting that.
