Victim in alleged theft involving police chief is stripper

PROVIDENCE, R.I. -- The woman who alleges that North Providence Police Chief John J. Whiting stole more than $700 from her purse is a stripper at the Satin Doll in Providence who was carrying the cash after having sex with two customers over the weekend, according to a state police affidavit filed in District Court Friday morning in connection with the case.
Justina Cardoso, of Weeden St., Pawtucket, told state police detectives that she earned $200 on Friday night and another $600 for spending Saturday night with a male customer at the Comfort Inn in Pawtucket. She said that she left the motel on Sunday at 10:30 a.m. and drove off her in Ford Explorer sports utility vehicle.
She told investigators that she "has clients who give her gifts of money for sex.''
While driving down Mineral Spring Avenue in Pawtucket, she pulled over and picked up two young men, one whom she has known for some time. She asked him to drive the vehicle and he agreed.
Moments later, the affidavit says, the young man slowed to avoid a large limb that the high winds had downed on the street. She told the police that a black sport utility vehicle tried to pass their SUV. The driver of the black SUV, later identified as Whiting, activated his police lights and siren, and tried to pull the green SUV over.
Whiting claims that somebody in the SUV threw a bottle.
Cardoso told the state police that the young man took off and a high-speed chase ensued. She said that their SUV crashed on a side street and they all fled. She told investigators that she fled because she has an outstanding court warrant.
Left in the SUV were her shoes, jewelry, clothing, cell phone, purse and wallet containing about $720.
Cardoso said that she hid in the woods until she got a ride to her mother's house in Central Falls.
Cardoso told the police that she did not recognize Whiting as a police officer or customer at the strip club.
On Thursday, Whiting was questioned at state police headquarters and charged with taking the money and giving it to a veteran Patwucket police officer, who was identified in the affidavit as John Brown. He reported the transfer of money to his superiors who contacted the state police.
Brown told the state police that Whiting said to him, "I've never stolen anything in my life. I know you like to go to Las Vegas. Take this money and have fun. Don't say anything about it,'' the affidavit states.
Whiting, who has been police chief for three years, appeared before a bail commissioner at state police headquarters on Thursday and was charged with larceny over $500 and two counts of soliciting to obstruct justice. The charges are felonies. He was released on $10,000 personal recognizance. He is scheduled to be formally arraigned in District Court next Friday. Mayor Charles Lombardi has suspended him without pay. <snip>
