OK, yes that makes way more sense. With only a .98 upload speed you are going to need every bit of bandwidth dedicated to camming. (What you are referring to as a phone line is actually called an ethernet cable - the end connector is huge compared with a phone line). To connect directly and get a better upload speed you would need to set up a router and string an ethernet cable from your router to your room.
If you can't get that set up you'll need to deal with the disconnections and the low connection speed, but definitely don't run anything when cammng that is going to use your connection because you barely have enough to transmit a good video stream.
