Message I received from Nissim:
Hey,
Thanks very much for your patience and understanding, and especially for the information you provided us in regards to this payment. I've looked into the issue, and of course your card will remain enabled.
In general, our security procedures require us to disable a card only in very specific situations. In this case your card should not have been disabled, and I sincerely apologize for the inconvenience caused. I assure you that I will personally contact our customer support department to make sure this does not happen in the future.
Payoneer is required to adhere to strict rules and regulations when dealing with chargebacks and dispute claims. When a loader files a dispute, Payoneer will contact the cardholder and loader, inform them of the dispute, and request further details (as you've seen). In most cases, depending on the severity and nature of the dispute, this will not result in disabling of the Payoneer card in question. In very rare cases, we may temporarily disable a card for use, only until the you (the cardholder) are able to provide us with further details or an explanation of the situation, at which time we will be able to re-enable the card. I'd like to make it clear: this is referring to a temporary disabling of the card for usage only. Your account will not be cancelled, nor will your funds be seized. If a dispute is reported to MasterCard, we will work directly with MasterCard to determine the authenticity of the claim, and take action accordingly.
Our main goal is to protect the financial security of our cardholders, and to ensure that you are able to completely take advantage of all the services and benefits Payoneer has to offer. As a registered MSB (Money Service Business), there are strict guidelines we must follow. Regardless of the service (be it Payoneer or any other merchant) the user has a right to file a dispute, which is then processed by the merchant alongside MasterCard. Payoneer therefore recommends that you keep a log or record of all sales and transactions (as you have provided us) that you may provide to us in the event of a dispute claim.
Once again, I extremely apologize for any inconvenience, and I do hope that this experience did not have a negative impact on your overall impression of Payoneer. Please realize that these procedures and regulations are put in place to ensure your own financial security, in addition to that of our loaders.
If you have any questions at all, please don't hesitate to contact me.
Thanks,
Nissim
