You may have to bleach it once more, but it's possible if you have a strong enough toner you could bring it up light enough.

Whether you should do bleach all over again or highlights is tough... Since you used a 20 developer, the damage probably isn't *as* bad as it could be, but you did double process, so... I think you should get the Brass Banisher or something similar and see how light you can get from there. I don't think a regular toner on it right now would help, since the brassy color is so deep. Whenever my stylist fucked up my brown to blonde transition years ago (didn't fully rinse my non-bleach lifter, meaning when toner went on the hair, it grabbed as almost black), he just gave up and bleached my whole head, then put highlights and toner and the bits without the extra highlights just looked muddied. Not pretty, at all.
I stocked up on products for after-bleach care and recommend a shampoo/conditioner set for blonde hair and a leave-in conditioner. Also, I'm not going to be styling mine with heat for a while (and probably not shampooing for a week, ah), so I have hair sticks to keep it up without the stress of a band.

you got away very lucky, this could have ended a lot worse. Don't do anything to it (except maybe a brass toner) for a few weeks so you get to keep all your hair.. was the dark brown done with box dye?

Can you get a purple conditioner (or whatever it is that Sally's sells to take out the brassiness in a color?) I think manic panic also
sells something to take the yellow out of bleached hair.
I would deep condition quite a bit over the next few weeks and then either put a strawberry blonde dye over it to give you some
time for your hair to recover a bit (try to get ammonia free if possible-- don't worry about the red sticking around. Red comes out
easiest of all the dyes so it really will just be strawberry blonde for a little while) or else I would slowly start to do highlights focusing
on the base of your root with a level 20 or 30 peroxide bleaching kit. Then do the deep conditioning, and wait a week or two and do again.
You can also try a hair mask from It's a Ten or Redken, though why they call them masques when they're deep conditioning, I don't know.
Look into the baking soda hair rinses, and the olive oil or coconut oil hair treatments. I suggest this only that your hair can have some scalp oil
that it wouldn't have otherwise if you used conventional shampoo.
Your hair doesn't look in that bad shape, especially considering your hair is shorter (doing this would have been murder to longer hair.) But only
you can tell the crunchy/dry/strawlike feeling of your hair. If it's still smooth, you could consider doing what you planned without waiting too long
though still do deep conditioning over 2-3 days before trying anything.

My hair is naturally dark brown but I dye it to blonde myself at home, so I'm SO stocking up on that brassiness remover Avery suggested.
