Those are their white labels, and they have a LOT of them.
Your general ISP area is still blocked even on white labels to a logged in member accessing Streamate or any white labels in your hometown's ISP range, but your camname will still come up in google searches. If nobody in your hometown knows your cam name though, it is more doubtful they will find out. If they know your cam name, there is no way to get around somebody accessing your video chats.

I don't understand the point of it then lol...ya know

The point is so that someone from your blocked area can't see your room on the site, unless they're utilizing a proxy (in that case, there's not much to be done, except on a case-by-case basis). If someone already knows your cam name, then yes, they can look you up on Google, because cam sites can only control their own sites; they can't control what gets cached on a search engine; so your name will come up in Google, but if someone from a blocked location tries to access the link, they shouldn't be able to. Have you ever Googled a technical problem or something, and found a forum thread or other post, and then you were unable to view the link without signing up, or you were blocked? It's like that. The information goes to search engines; SM may block locations, but Google does not.
Geo-blocking can't keep out everyone. It's only a basic form of protection. It's sort of like using the pull-out method during sex; yes, it'll work some of the time, but it is by no means fool-proof at all; you're still taking a risk. Generally, if you have sex, you have to be prepared for the possibility of pregnancy; likewise, if you cam, you have to be prepared for the possibility of people finding you out.

There's a lot of really helpful information here on Geoblocking, why it's useful and why it's not useful.
Here's the tutorial for how to use the advanced search function:

and here's the one that's stickied at the top of the Camming Connection forum:

Searching "geoblocking" and "geo blocking" I found these:

I'm sure you can find even more than that by searching "geo-blocking" "geo restrictions" and "geographic restrictions" with our without the addition of "streamate"
